Central New York Senior Citizen Softball League 65 & 70's Rules for 2010
1. Participating league teams will determine the ball for league play
prior to
the
start of each playing season.
2. Bases 65 feet. Pitching Rubber 50 feet. (See
Diagram)
3. No bunting
4. No stealing bases
5. A base runner may step off base without being called out, after batter
hits ball
or when ball reaches home plate.
6. In the event that a player is unable to run because of health or
injury
problems, the base runner may request a courtesy runner. A courtesy
may
only be used at the base initially achieved by the player. A courtesy
runner
can also be used for the batter starting from home plate. Unlimited
runners are allowed each inning.
A. Any player on the roster may be used as a runner.
B. A player may be a courtesy runner only once per inning.
C. A courtesy runner that comes to bat while on base will be out.
The
runner will be removed from the base and come to bat.
D. A courtesy runner may not for another courtesy runner except for an
injury.
E. If the batter and the courtesy runner both run to first base, the
batter
is out if he crosses the 32.5 foot line.
F. The batter must make contact with the ball before a runner can cross
the home plate starting line. If a runner crosses the starting line
before the batter hits the ball, the batter is out.
G. A courtesy runner must enter the game prior to the first pitch to the
next batter.
7. All games will be played with a plate and a "mat" to
identify the strike
zone,
and any legal pitch hitting any portion of home plate or "mat" is
a
strike.
8. No metal spikes are allowed.
9. A team is allowed a maximum of 5 runs per inning. Upon the scoring of
the
fifth run, the team must stop batting and go to the field. This rule does
not
apply to last inning of the game for either team.
10. Each team shall submit a player roster (with name and birth date of each
player) on
or
before May 15th. The rosters are unlimited as to the number of players.
Eligibility is in the year of your 65th or 70th Birthday. ID must be available
for any
player
(Driver's license or birth certificate) when requested. A Game will be
automatically forfeited with any violation. A player can switch teams but
he must
inform
his current manager and send a letter to the commissioner. He has to sit
out
one game
then he may play for the team.

11. The length of League games is seven (7) innings.
12. Sliding is optional and no "crashing" is allowed. Runners
shall be called out for
contact with a defensive player, IF, in the Umpire's judgment, the contact was
deliberate, OR, the runner could reasonably have been expected to minimize
or
avoid
contact under the circumstances and failed to do so.
13. No running thru second or third base is allowed. A base runner is not
permitted to
over-run 2nd or 3rd base without being subject to a tag putout.
14. The pitcher must become set before he releases the ball. The pitcher will
release
the ball within 5 seconds after he becomes set. The ball must be
delivered with
an arc in the range of 6 to 12 feet in height. Anything less than 6' or
higher than 12',
will be called an "illegal pitch". The altitude of this arc of
6' to 12' is based solely on
the Umpire's discretion and judgment. The pitcher can pitch anywhere in the
box that
starts at the pitcher's rubber and extends back 6 feet parallel back even with
the rubber
to form a rectangle.
15. Managers shall provide qualified umpires.
16. Any of the starting players, including the Extra Players (EP), may be
withdrawn and
re-entered once, provided the players occupy the same batting positions
whenever in
the
line-up. The original player and the substitute(s) can't be in the at the same time.
Defensive positions may be reassigned at anytime.
17a. Eleven (11) defensive players will constitute a team. A team is
allowed a maximum
of 4 extra players (EPs). If EPs are used, it must be known prior to the
start of the
game. The extra player(s) must be in the entire game and listed in the
regular
batting order. If EPs are used, all players (11 defensive players plus
all the EPs must
bat. EP scan be substituted for at anytime. The
substitute or substitutes must be players
who have not been in the game. EPs can re-enter the game.
b.
If a team can't finish with the same number of players that they started
with,
and have no substitute, then each time the spot is due up, an out will be
recorded.
c.
You may use as many 65's as wanted in a game. In the 70's league
you can use
3 players that are 68 and older.
18a. Play at home is force play- a tag play is
not allowed. A scoring plate shall be
placed eight feet from the back tip of home plate on an extended line from the
first
base line. The scoring plate is for the use of the offensive player
only. Catcher
catches the ball steps on home plate, the runner is automatically out provided
he
has not stepped on the scoring plate. Runner is not to step on home plate
or the
"mat"- if he does he is automatically out.
b. A
commitment line 32.5 feet from home plate on the third base line will be used.
Once a runner's foot touches the ground on or past the line, he may not
re-cross the
line in the direction of 3rd base, but must continue toward the scoring plate.

19 The batter is out if he hits the
third strike foul. Runners cannot advance if the
third strike is caught.
20. Players must participate in at least
three (3) league games with that team to be
eligible to participate in play-off games.
21. In all other matters, rules will be
according to current Amateur Softball Association.
22 a. A forfeiture game will be
counted as a loss for the team that does not show, and a
win for the team that does show.
b. There will be at least a half hour after the scheduled game time
for the visiting team
to show up.
23. Originally scheduled games that cannot
be played on dates listed will be made up
before the season ends.
24. A game can start with nine (9)
players. Additional players may be added as they
arrive. However, they must be added to the bottom of the batting order
and bat
after the other players. (See paragraph 17a).
25. The double-base at first
base is intended to be used to assist runners/fielders in
avoiding injury due to collisions at the bag.
a. The fielder MUST touch the WHITE bag to record an out.
b. The runner MUST touch the COURTESY bag on a play at first
base. He can
touch either bag on any other play.
26. The Home Team is responsible for
reporting game results.
The results are required to be reported by the Sunday following the day the
game is played.
27. In the playoffs, the higher seed
team shall have the option of choosing whether
to be the "Home team" or the "Visiting team" throughout the
playoffs. In the
case of ties, the head-to-head record will be the tie breaker. If the
head-to-head
is
a tie, then the team with the highest run total in the head-to-head will be the
higher seed.
28. This rule applies to the 65’s League
only. When playing at a field with an outfield fence, the following will be in
effect. The first batter who hits a fair ball over the fence will get 4 basses,
all runners advance. The second hit from
the same team that goes over the fence in fair territory will considered a double and all runners will advance two bases. If
the opposing team hits the ball over the fence in fair play, it is a four base
hit and that would the first team eligible another four base hit. This rule
applies to enclosed fields only. On open
fields it’s “all you can get”.
