The meeting was called to order at
Carl began a discussion on rule changes.
The first discussion took place on the ASA rule of changing
the arc of the ball when pitched from 6 to 12 feet to
A discussion took place on the standardization of the “Commitment Line”. Some leagues are using a 20’ commitment line while others are using a 32.5’ commitment line. A motion was made and seconded that our league continue using the 32.5’ line as is currently stated our current league rule 18b. The motion passed by a 13 to 0 vote. A caution was made for those teams that are playing on fields where other leagues, that use the 20’ rule are playing, to make sure the commitment line for their games is a 32.5’.
A short discussion took place on the use of 67, 68 & 69 year olds in the 70’s league when the team has 70 year old players sitting on the bench. It was decided to continue as we have been for this season and re-visit the problem at the fall meeting.
Another discussion took place on when a courtesy runner may enter the game. A motion was made to change to League rule 6 stating that a courtesy runner must enter the game prior to the first pitch to next batter. The motion carried by a vote 8 to 5.
In the interest of providing more protection for the pitcher, it was voted that the “6 Foot Back” rule be adopted by the leagues. This rule allows the pitcher to deliver the pitch from anywhere in a rectangular area that starts from 6 foot back from the pitching rubber and is no wider that the pitching rubber. This is not a new rule but will be added to League Rule 14 which deals with pitching restrictions. This rule change was adopted by a 13 to 0 vote.
The following applies to the 65 League only.
When playing at a field with an outfield fence, the following will be in effect. The firs batter who hits a fair ball over the fence will get 4 bases, all runners advance. The second hit from the same team that goes over the fence in fair territory will be considered a double and all runners will advance two bases. If the opposing team hits the ball over the fence in fair play, it is a four base hit and that would make the first team eligible to get another four base hit.

Olin Henneman distributed some forms that would collect family contact and medical data. He recommended that each manager collect this information from each of their players for use in any physical emergency that may occur during a game.
John Nichols announced that this would be his last season as league secretary.
The meeting adjourned at 10.45 A.M.
